Perfectly safe since you have done 50% recently. Discus breeders in Asia do 100% everyday. I've done over 90% many times

When I put new water in should I also add the bacteria they sell at stores? Plus water conditioner or stress coat or salt?? So many things ahhh

Just water conditioner and the salt (to stop further nitrite poisoning). No need for stress coat or the bacteria.

Sorry one more question did that yesterday and went down and today still little high? Keep changing out water and it will level out eventually or what?

siphon it, do a 50% water change

Every water change brings it down. Of course you have to account for how much waste fish produce in a day as well.
