Please help turtle problems

Well ive got two red ear sliders ,the smallest one has a shell length of 5cm and the biggest one has a shell length of 7.3 cm they are both around 1 year old and live in the same tank.the placement of the tank is in the middle of a garage used for dog grooming and kid playing area (its really loud) its got a uva and b light ,its heated to 21 to 24 degrees celcius all the time ,tank is also 50 litres but i am upgrading to a 120 litre tank.I have one apple snail and one golden algea eater with these two guys ,the tank is bare bottom ,I have a filter large enough for a 60 litre ,I clean the tank every week and the filter every two weeks .I have been feeding the small one "Sera,raffy baby granules" and the big one is eating "Omega one,adult turtle sticks" floating type they are both soaked in "Flukers calcium with vitamin D3 as the calcium supplement ,ive also tried cuttle bone and calcium blocks .I take them out of the tank every day and let them get 15-20 min of sun daily. Now that ive gotten that out of the way i will adress the problem,these turtle are developing white hard patches on their shell (both had none from when i got them,that was about 6 months ago) there shells a pretty soft,not that strong,but there both still acting happy like nothings happened. Ive taken them to the vets as any good owner would ,they said it was soft shell ,and need to send the info to another vet to make sure,news comes back saying a type of shell rot (what i thought from the start) and said im going to have to buy some ointment for them or a injection for them. Stupid thing is ive been doing every thing people say they need???? If you guys can give any info i would be soo happy or if you can help me on a remedy to help treat them. I dont want them any sicker
