I keep seeing this same plant/decor that looks as if its floating and in the water but isnt rooting...Ive seen it a few times today alone and was wondering if its a plastic ornament plant or any input would be appreciated...

Hi i was in the same boat as you once, it is a plastic plant. I found it at petsmart for $20 made by marine land. I forget the name but i remember it saying 3 foot long in big letters on the front.
 
Craft stores (like Michaels) also have similar plastic plants that work great in an aquarium and are lowcost. I bought an awesome vinetype and wrapped it up around part of my driftwood, looks very natural!
 
Looks like water letice to me but I could be wrong
