I have some frozen fresh green beans from my garden, can I just toss in tank frozen, and do they need skinned? And will they eat sweet bell peppers? Will these need to be rubberbanded to a rock?

As far as that goes do you rubberband to rocks, lettuce and any other veggies that float and do you need to feed at night because my pleco doesnt seem to active during the day or will he sniff it out when i put it in?

I would definitely thaw them out. I never skinned them and the sank for me just fine most of the time, my plec ate 'em up. Never tried peppers tho.

Yes, thaw them out before you put them in the tank. Some people will use a fork to skewer and weight the veggies down. Another option is to boil the veggies so they'll sink. And if you plecos are active at night, then put the veggies in at night. After a while, once they associate the veggies with food, you can start to add the veggies while the lights are on so you can see them feed.

what kind of a pleco in the first place to start out with?
