what is a good pleco for a 38 gallon tank ??

the tank mates would be a breeding pair of sajica and 2 black skirt tetra.

don't want to spend to much $$$$

If you are looking for something to clean algae, a scrubber is the best thing. If you want a pleco for that tank size for looks, that is purely a personal choice.
 
would like one for both reasons. most that i see at the lfs get huge !!! need one that stays small and will help out on the cleaning along with regular feeding of veggies
 
What type of algae do you have? Very few plecos are good at removing algae, without putting it back as nutrients.
 
Ancistrus and Chaetostoma (and i suppose some Panaque species but would be too big for your situ.) would be your best bet. However all the "prettier" species dont tend to be good at the algae ridding. In fact plecos as a whole do a very poor job at removing algae, and instead can increase your algea load. Also plecos are happy to eat eggs, and probably small fry too, so that might need to be taken into consideration.
