it is beautiful either way. looks like a panaque type.
 
I see what you mean he is definitely over 4"
 
Is he bloated or is that just gravity acting on him?

Standard Length (SL) does not include the caudal fin.

Also a specimen could easily exceed SL. SL comes from the original description where a sample of the population is collected. Who to say they were able to capture the maximum the species could grow to?
