Pleco Sticking to Filter Partway Out of Water

I just got a Royal Pleco this weekend, right now he is about 4 inches. Today when I got up I noticed he was sticking to the filter outlet. Its a Tetra Whisper 60, so it has two waterfall type outlets. I am not sure what this means. When he does it, he is part way out of the water (just enough so his eyes are out of the water). When I gently poke him he swims away, but then later he was back in the same spot. Is this usual? Is it a problem? I just cleaned the tank, so the water level is right up to the filter, in a day or two I don't think he will be able to do this because the water will be too low. He is a cool looking fish and I don't want to lose him.
 
Agree with Jackson. Is your water outlet very dirty? Do you have any driftwood? It could be that it's hungry. The gunk buildup, especially if it's got algae on it, may attract a starving pleco.
 
The outlet is clean, I cleaned it on Sunday. I have a piece of driftwood. It might be that he is hungry as I did just clean the tank. Are royal plecos more on the herbivourous or the carnivorous side of the omnivore spectrum? I will lower the water and see what happens. I have never had a royal before and he is much more active than other plecos I have had.
 
I know how this story going to end if no improvement is not made for water quality, this is a classic sign plecos do when the water is not right.
 
My bristlenose s do the same thing. Has nothing to do with water quality they just like water current like they have in the wild. The same may be true for your royal plecos. Most of my bristlenose go near the strongest current in the tank.
