i ordered a new tank it should be done by this week. i requested for a 2 inch hole for overflow since i wanted to try this type of setup. my tank is 72x24x30. what pump should i get for the return of the water? it should be as fast as the water coming out as not to flood my sump right? could a wrong choice of pump screw up the system? would a rio 17hf do?

it depends how high the water is being pumped. some pumps are rated 1000 gph, but with a head height of 4ft, it comes down to about 700 gph. and if i am right 2" has a max of 2400 gph.
2 inch hole fits a 1 inch bulkhead, 1 inch pipe flows 600 gph max.

Maybe a Mag 7 for a pump, possibly a 9.5 depending on head loss.
