2 2" overflows (or 3 1.5") and 2 1.5" returns would be plenty. As for pumps, it depends on your filtration and desired turn over rate, but I think you should look into reeflo pumps. They're the best bang for the buck that I've found.

well,my stock would start out with 2 -12 inch brown bullheads.Soon to be added 6 - 8 pumpkinseed bluegill ,7-8 inches each.possibly a 3rd bullhead. As far as filtration I will have 2 sumps 1-90 gal and 1-55 gal.the 55 will be a refugium with fresh water miracle mud ,10 lbs.the 90 will be a wet/dry w all the usual filter pads and bio-balls and such w/1 liter of purigen and a uv filter on the return line.I am not exactly sure what kind of turn over rate to shoot for?Any suggestions?

A good general rule of thumb with a sump is 4-6 turn over per hour. But that is also considering a sump that is the usual 1/3 of the tank volume.

In your case I would go with 6-8x total.

1x in the refug
and 6-7x in the filter sump.

Also don't forget to have the sumps equalized in some way.

Equalized?

He means that they need to be connected with plumbing to allow water to flow between them. Two sumps and two pumps won't work on a single tank. One sump will want to overfill and the other will frequently pump dry.
