Pond for koi size help

If I wanted to get around 3 dozen koi at around 4 inches each what size pond would i need if they were all over a foot?

I have 12 in a 3450gal and I am just about maxed out. Most of the people I know shoot for between 250gal and 500gal per koi.

I have a 13,000 gallon and I dont even have 3 dozen koi over a foot. I have about 20 and only 10 are over a foot, as well as 3 good size channel cats. The pond is still always super messy as it is. I am constantly having to backwash my filters to keep it clean. Not only are they messy, but they eat alot. The more you feed, the more you clean. lol
