pond liner question

there is a product called lap sealant used to seam to pieces of pond liner together. my question (as silly as it may sound) is do you apply it on the outside of the liner out of contact of the water or on the side exposed to the water? im thinking about using the stuff to line the sump that im building as it is much cheaper than the epoxy i used for the tank itself.

If it is what I'm am thinking of you apply it to both pieces of liner where they over lap and them smooth the pieces together. If so I don't think it would work for what you have in mind, it is a flexible adhesive designed to glue two sheets of flexible plastic together.
