im thinking of doing an outdoor pond in awhile with koi (would do tropical fish but i've heard it wont work with the phx az winters of 45degrees wind chill at night, plus i really dont want to do heaters for a 1000 gallon+ pond) anyways, my dad has an old pool pump that he isnt going to use, so could i use the pool pump and buy a 1000 gal+ pond filter? would this work or not?

it should work, as long as the pool pump does not run dry (aka you filter clogs) you should be fine

you may want to look in the pond section of the forum

remember that pool filters are not designed the handle the amount of dirt in a pond, so you will probably need a prefilter (some kind of rubbermaid box lined with sponges, carbon, etc)

aka pond -> prefilter driven by pump -> pump -> maybe another biofilter in a rubbermaid box -> back to pond

I would personally also have a second filter in my pond (one of those submersible ones with a UV sterilizer, just to be safe)

As for heating, you may want to try a solar heater
