not sure on how to treat but i do know that its bacterial and most certainly connected to bad tank maintenance, you should be able to find the treatment on the web somewhere but i would suspect melafix and decent water changes will do a world of good.

its easy to say what the treatment is and i believe this is where many forums go wrong, they rarely identify the reason why this has happened only the cure. can i ask how much water you change each time and how often you do change it?
 
To defiantly tell you what it has we need pictures.
It is most likeley droopeye and there is nothing you can do about.
What size aro is it?
You can try a more varied diet with more protein etc.

I don't use melafix nearly as often as many others and the times that I have used it, it was for my betta splendens (Super Delta) and dillute it exactly the same thing as betta fix...

must admit i prefer to use salt where possible but at least melafix is a natural product but by no means a cure-all
