Porcupine Puffer Eating Problems

I recently have purchased a Porcupine Puffer that seems to not be eating. All of the other fish in my tank eat frozen brine shrimp, which they enjoy so much (obviously over flakes), that they swim to the top and instantly gulp it down. The puffer, however, doesn't even eat the shrimp that fall to the bottom. Petco told me that he indeed eats and has been eating the shrimp. I have considered that he may not be eating since he has only been in the tank for 5 days, or that he may be a bottom feeder. Anybody got any ideas on this? Is there a food that Puffers prefer?
 
How big is he? How big is the tank? Parameters? Does it look like he can open & close his mouth?

he is currently 3 inches in length 1 1/2 in width. the tank is 55 gallons. yeah it appears he (or maybe she) can open the mouth just fine, although its rare seeing how its not eating.
 
What has he eaten so far? Have you tested the water lately?
 
A good rule is to always ask to see the fish eat before you take them home.

You may want to try getting a few ghost shrimp, live worms, or small crawdads.
The movement may excite the fish into eating.

Also they sell a garlic chemical you can add to make your fish more hungry, even though you shouldnt need it.

I would check and make sure the water quality is good, and turn off/down any super bright lights. This will hopefully make the fish more comfortable and willing to eat. Good Luck!
 
Actually, don't waste your $$$ on chemicals, just crush some garlic cloves & soak his food in that.

Does he seem comfortable in his new surroundings? Does he have a cave to hang out in? Lets see a FTS.
