my wife and I wanted to set up a brackish tank and were wondering if it would be possible to do half ro/freshwater and half saltwater?
 
Tap water mixed with marine salt is fine.
 
I don't know exactly how much you would need, but the hydrometer will answer that for you, bc it measures specific gravity, so look for the gravity/salinity you need for brackish (the weight of the water is one) and add from there and increase it untill desired levels are achieved.
 
the amount of salt depends on the fish, low end fish would be around 1.004~1.008 while high end fish are going to be around 1.016~1.020
 
Fishless cycle the tank at whatever SG the fish you want are in at the LFS (usually FW). Then raise the SG no more than .002/week or slower.
