So I have a part of my sump that I don't have anything in currently and I added some pot scrubbers about100 of them. I have bio balls for my wet and dry part and these will be fully submerged.

My question is will my pot scrubbers be as efficient just fully submerged or should I ditch them and get some ceramic rings and lava rock???

I been running these bio balls with filter floss for mechanical and sponges for about 6-7 years with no issues. I would think I would benefit greatly by adding more media.

Will these pot scrubbers be useless submerged??

I've had my little cheapy SunSun 302 canister filter stuffed with those exact cheapo plastic pot scrubbers for 3yrs. They kind of work double time as mechanical and bio media. The only problem is, being so large, you're always going to have some water bypass through the gaps.
 
I've used those for years in both wet-dry applications and submerged. Both sumps and canisters.
