Powerfeeding "stunted" fish

Not necessarily stunted, at least I think, but I have some fish I've grown under "natural" circumstances that well, haven't really grown much. I have an f1 rio cornito septemfasciata in particular that's only around an inch and a half in spite of being around a year and a half old. I know powerfeeding isn't really the best for younger fish since it's pretty much fast forwarding their lives, but when they're already relatively a bit older and kinda lagging in growth, I wonder if it's fine to help him catch up.

I wouldn’t power feed until older and even then I wouldn’t do it on a regular basis. Not the best thing for fish especially younger like you already said. I say just let him grow at his own rate, keep water quality good and regular feedings and eventually he’ll put some size on once he’s matured to that point in his life.
 
If a fish is truly stunted, the damage has already been done & no matter how much, or what is being fed, the situation can not be corrected.
If the fish's body remains proportional, but is unusually small for it's age, it might simply be a runt.
In that case improving the nutritional options & more frequent WC's might spur additional growth.
