what species is it??

Yep, definitely dehydrated to the point of death.
Spray cage with water, add a water soaked sponge, if this is not a dangerous species tap chelicerae (fangs) with sponge to facilitate drinking.

TAKE PICS AND SEND THEM TO SHIPPER!!! GET A REFUND!!!
(this was obviously poorly packed and shipped. Tarantulas should be shipped on wet papertowels, soil, or vermiculite. They may need heat or cold packs as well, depending on destinations.)
