Problem with a DIY Background

I made a quickrete cement background like two months ago and cycled it and it was fine, then I added two halfbeaks and some Tylomenia snails and then all of the sudden it started to get cloudy. not super cloudy but still cloudy. I do large water changes then its fine for a day and then its cloudy again. Its as if the background is oozing it or something. Its not harmful to my stock or plants and its not falling apart. What should I do?
 
It could be a bacterial proliferation and not caused by the background; try over a few days progressive slow water changes first, check your ph and alkalinity and I would consider Uv, did not use one for 20 yrs and since I have I will not be w/o one again, They do make a difference and purigen carbon and UV make the water CRYSTAL CLEAR.
