I've had this guy for about 6 months. every thing seems to be good. he's eating well and getting big. however, his fins seem tethered. and i haven't seen anyone ever nip at his fins. I don't know the exact parameters of my water, but i do bi weekly water changes. What do yall think?

You should be testing your water. Its a small price to pay for saving an expensive fish.

Looks like fin rot, without knowing water parameters it's going to hard for anyone to give decent advise. Fin rot is usually a result of poor water quality.
 
+1 test water , bigger or more frequent water changes , clean filters out , like the others are saying its hard to put finger on the prob without knowing all the facts ie water perameters etc
 
Just because you do bi weekly WCs doesnt mean you have good quality water condifions. You ask what more can you do, well besides testing you can provide us with as much info as possible.
 
High ph won't help with stress that can lead to finrot , ammonia is a defo finrot culprit, test your water and take it from there , aquarium salt and melafix will help the healing process once you've found the prob
