Problem with my black skirt tetra

Okay so I woke up yesterday to look at my fish tank and one of my black skirt tetras looks like its eye is like popping out of its head. The whole left eye looks as though it out of the head. At first I was super worried but im not really sure what to feel. He still eats and swims fine. His behavior hasnt changed its just that darn eye. I think its called "pop eye". I did what I could to help. I rose the temperature a few degrees, I did a water change, and I check my parameters and they looked fine. Im not sure weither to be worried or not. Can someone please help me?
 
What are your water parameters? What have you been feeding the fish? Size of the tank and tankmates? Any sharp decorations?
 
I don't have any sharp decor in my tank. I have a piece of driftwood but its low to the ground and its covered with java fern.The ph is neutral or 7. There is a bit of aggresion in my tank since all the tetras are of a larger species. They tend to pick on eachother alot. Could this be a cause? There are 5 black skirt tetras and 5 bleeding heart tetras and 2 angelfish. They are in a 29 gallon tank with a few plants.The tetras(including him) are full grown and the angelfish are about 6inches.
 
You haven't indicated your ammonia, nitrite and nitrate. What are they? Black skirts and bleeding hearts are nippy in their own right but I doubt they would go to the point of nipping eyes out. Have you noticed any outward aggression of the angels to the tetras?
 
Well all my parameters are at 0. Although its probably because I just did a water change yesterday but I do testing semi regularly and I've never had an extremely high nitrite, nitrate or amonia level.
