instead of cleaning my water, it makes it worse. the filter media is some felt stuff from wal mart and some pot scrubbers. what the "filter" does is make the water foamy. wtf? ill post pics when needed.

Need pics now. All i can think of is the felt or the scrubbers have some sort of soap on them which will probably kill your fish too. Dont really know what you mean though as i would of thought soap would be obvious if it what i thought.
I'm sure this is a stupid question, but your pot scrubbers didn't have soap in them when you bought them?
There had to be something in whatever materials were used to make it foam like that. It's not the filters fault that you have that film.
also, how does it work when the water level in the tank is lower than the top of the filter?
