How long have you had it? Sounds like you may have to get a new motor or filter. As concerning the question of prime take a cup and fill it and if it doesn't start its junk another thing make sure the impeller is all the way in the motor.

Before you go buying crazy parts or junking the filter all together, fill your tank and/or clean all the parts. To prime it, while it is running, pour water into the pump chamber over where the intake pipe covers the impeller.

Often, when the unit has been in use for a while, it will need a good cleaning. The impeller housing gets gunk growing in it and needs to be cleaned now and then. Remove the system from the tank and take it to the kitchen sink. Run a pipe cleaner or small bottle brush in the housing to loosen the crud in there. Then turn it upside down and spray it out with your kitchen sprayer.

The intake tube also grows crud inside of it to the point that it blocks the water flow. I have a flexible sink trap brush that I use to clean mine. You can also get most of it out by taking it outside and using a garden hose to force water through it.

What chompers said....also make sure the water level is as high as it can be, the lower it is the harder time the emperor will have getting started.

Take note of this, make sure its as high as possible, I turn mine off for water changes, and starting it back up with the water not all the way to the top, is nearly damn impossible. Aside from that clean it thoroughly and then fill the tank you are placing it in to the very top, and then put some water in the filter before you plug it in, and maybe once after, soon after it should be ready to go.

You know what, I actually have an emperor 400 running on a tank that also runs a sump, so the water level is basically to the top of the tank so that the part of the filter thats in the tank is actually submerged. Seems to work well, you just have to be careful to make sure the water flow keeps up as you cant see it. You can add a little bit of water volume to your tnak by filling it up this way, helps dillute the nitrates a bit I think.
