Problem with My Tank - Newly Added fish dying

hello everybody.
i have 40g tank.
Tank is running from 9 months.
currently i have 1 pair of GBR, 5 Neon Rainbowfish, 4 Ghost Shrimps and 1 Rummy Nose Tetra.
So after couple of months I want to add new fish to my tank but newly added fish are dying. Where as my old stock is looking healthy.
I added first 6 Neon Tetra, they all died in 3 days. I thought might be a bad batch. So I added 6 Rummy Nose Tetra after a week to be more careful, But same thing happen again. 5 of them died, now only 1 is remaining.
I have a 2 filter in my tank. 1 is Internal Power Filter and Another is Sponge Filter(i will update my filter by next month. may be a canister or HOB)
BTW. there is one more thing i wanted to ask that why this brown algae keeps on appearing in my tank.
i try to clean many times but it comes again. I have no plants in my tank, just a driftwood, some rocks and gravel.
I want to add new fish but they are dying. I need your help in this regard.

whats your params on the water?if you've got a algea problem it could be your nitate is high and your old stock is used to it but not any new additions,test water and post your results this will help identify problems
 
Sounds like a water problem to me ,you need to get a test kit and check you water first. how often do you do partial water changes ? as stated by chri44 you could have a high nitrate level that your established fish have acclimated to . Your local fish store,( Petsmart or Petco) will test your water for you for free, bring them a sample, good luck !
 
Are they showing any specific behavior before they doe? breathing heavy? twitching? rolling? i would agree witht he above. if your water conditions have been detiriorating (spelling?) over those 9 months due to lack of maintenece or adequate filtration or whatever your current fish have gotten slowly acclimated to those conditions but they are too toxic for new fish.
 
If you never change water before, my advice is to have one quarter to one third water change and at the same time clean up your filter when you do that. When put in new fishes, be sure to put your new fish in the bag to your tank water for about 30 mimutes and later open up the bag and add some tank water to it. Wait for another 15 minutes before release youe fish. When there is not enough light, brown algae will come out if not should be green. People would not like to see algae but to me with a little green algae is good to know how good is your water quality. Hope this will help you alot.

sorry i didn't mention about water changes.
I do water changes once in a week. I do 30% water change.
Temperature is at around 26-28 degree.
Sorry don't have test kit as of now. I will try to get it and will post the results.
and One more thing i forgot to mention is that After water changes I see a very slim oily surface. I tried to agitate water more and more but this keeps on appearing..
 
The brown algy is from where the sun is hitting the tank keep the tank out of sunlit

what food are you feeding your fish and how much are you feeding them. i think the oily slime you describe may be related to high level of phospate which could also contribute to your algae bloom. you have to do your partial water changes more often until you dillute the bad stuff. like mentioned above your nitrates may also be out of acceptable range. also when you feed the fish make sure you feed only what they can consume in 2-3 minutes and remove the rest, don't let uneated food linger as they will foul your water. again, the decomposition of the uneaten food will cause that slime you see.
 
You can lay paper towels over the surface of your tank to get rid of the film , shut off filters etc and do this until the film dissapears , i have had this happen and only returned once in the ten years i've had my tank As above always acclimate your new fish by taking out the bag water into a container and adding tank water to the bag over a 30 min period before releasing them into your tank good luck!
