problems with emperor 400 filters

I have 2 emperor 400 filters on my 150g and they recently became very noisy. I turned them off and tried to see what the problem was so I took them apart and couldn't figure out why. When I put them back together, the filters wouldn't turn back on so I took the tubes out and the propellers weren't turning. I have to kind of push them with my finger to get them to start turning them and this happens whenever I turn them off to do my water change. Does anyone know how I can fix these or do I just have to buy 2 new filters?

Also, has anyone had problems with the biowheel not turning after a few months? The wheels on mine stopped turning and I don't know how to get them to start again cuz I hear you're not supposed to rinse them off.
 
How long have you had them and how often do you clean them? If the propellers stopped spinning it sounds like you need to buy replacement propellers.

I've had them for about 3 years. I didn't clean them very often though. Plus I don't really know how to clean them except for the tube.

they're called impellers. the rubber coating wears off bottom rounded end which seats it inside filter.
you can order online.
OR the bottom hole they sit in could be clogged with debris. clean out with long q-tips. & check around the magnetic end for any stringy stuff wrapped on there.
the resting cups where bio wheels sit on front can get so dirty their turning is inhibited. clean them, just not the wheels.
