Proof that fish do not grow only to the size of their tank

Frequent water changes and good food will see any fish grow to near maximum size regardless of tank size. Only a physical limitation causing deformation or chemical/nutritional imbalance (not enough water changes or improper food) will prevent that.
One of my clients had a 24" pacu in a 75 gallon tank. The tank was only 18" wide, but he still grew until the lack of fresh foods and dirty water stunted his growth.

I think 90 gallons is the minum for a pleco and a cichlid. A 65 gallon 3ft tank might work for 1. But that uis even a little small. they need at least 18 inches in depth(preferably more) 2ft is extreamly rare. They uassuly get like 12-16 inches. Poor pleco, Does the OP own the fish?

The reason he did that was because the little tag art petsmart said that they needed at least 75 gallons. It is not his fault the fancy uniforms make them look more nolagable. It is petsmarts fault.

I have a friend with a Pleco in a 150L tank. Way too small for the size of the fish. He got mis-sold it was a baby, and yes, it has grown to huge proportions in a tank that is way too small for it.
I have told him many times that he should move the Plec on, but he just ignores me :(
