Protein skimmer help

I bought a protein skimmer made by instant ocean. Says it'll handle up to 100 gallons. I have it all set up and running. My question is about the collection cup at the top. Is it supposed to fill up with water? I don't understand how it could collect anything if the water never flows into it. Theres just a cyclone under the cup and it doesn't collect anything but condensation.

The stuff it collects is brownish waste, but it may take a day to get it to start collecting.

The biggest thing is getting the right amount of air to water mix so that you get a thick foam rising up into the tube and then the cup. If its just collecting water then you dont have enough air. If you have the air maxed out then you need to slow the flow of water into the skimmer,
