I have a 38 gal. saltwater and our ammonia, nitrites, and nitrates have been good. We do a 10% water change every wee and a half. Do I need a protein skimmer or should I not bother?

A protein skimmer is filters differnetly than LR and the two are NOt interchangeable. LR filters on a more microbial level whereas a skimmer is more on a physical level. LR takes care of the Nitrogen cycle, whereas a skimmer removes organics from the water column. A skimmer is not needed on a FO, FOWLR. If you plan on adding corals then yes, a skimmer will work wonders for you.
The water change will help remove some of these organics, but what about when your not changing the water? The skimmer will continue the efforts of your w/c's between them.

I disagree, a protein skimmer is usually the most important piece of equipment to have on a FO or FOWLR tank because of all the fish waste being produced. Most tanks of that sort can be run on a skimmer only.

Yes, FO tanks can be run on a skimmer only, but they can also run skimmerless, but not without LR. LR contains bacteria that help nitrify and such. Please tell me where the microbes and bacteria are in the skimmer?
Also, what kind of skimmer gathers the waste off the sand bed? None that I know of. And doesn't fish waste, w/o mucho flow in the tank, settle in low flow areas.
LR also is more natural and gives fish places to hide and spots for corals to be attched.
W/C's are going to be your best friend no matter what. Neither LR nor a skimmer can remove waste faster than a water change.
So, yes I agree with you, but only to a point.

i would use a skimmer reguardless get a good one and also make sure it can do atleast double your tank
