Puffer and what ?

I was in buying plants for my tank today and seen this baby freshwater puffer and thought aww he is sooo cute but even though he was tiny {2'' tops} he had been returned for killing all the fish in the persons tank {this person was warned by the manager it would happen but he knew better }
So it got me thinking about starting my spare 33 gallon tank back up just to get him,if i did is there any fish that it would be happy to let live there ? as i wouldnt like it to be on its own or would it be happyer to have the tank to itself ?

Sorry i meant to say the fish he took out were large,well very large in comarison to him !

You can keep him with (Exdon Paradoxus) ..... .
I would put 3 in with that puffer and it will work . have rocks and plants IE hiding . {That is}-For that slow moving puffer .

Hi guys,first of all THANKS for your opinions but im more confused now than what i was before :}
