Puffer for 12 gal?

Hi, I got a Marineland eclipse 12 aquarium. I want to add a puffer. This aquarium kit has a built in filter, but I am also gonna add a sponge filter, and I am gonna to add some black sand.

Is sand a good substrate and is black a good color? Its gonna be some eco-complete black sand, its the kinda that is ideal for a planted tank. I also may add a small piece of manzanita driftwood.

So for this aquarium, is there a small FW puffer I could add in it? The only ones to come to mind are dwarf puffers or a red eye puffer (Carinotetraodon lorteti).

The tank is acrylic and bowfronted, I dont know the exact dimensions. Should I go with 1 red eye, or a pair of dwarves? Or any other suggestions? Thanks

I figure 8 would be cool, but I dont want the commitment for a brackish tank. About the peas/dwarves, I dont know about 10, I think maybe 3-4 max would be OK. I'd think with 10 theres destined to be deaths.
 
Anyone? WOuld 2 dwarves and maybe a small cat like a bumble bee work out? Or if I was to do all dwarf puffers, how many would be a safe amount? Any other suggestions for FW puffers?

Ive seen some videos where some people have cobies with F8s, Ive seen some where people got ottos with dwarves etc.

Im hoping that if I go with dwarves I could get away with 1 tankmate. I think it jsut depends on how you stock it 9Dont overstock), and keeping the puffer well fed.
