Puffer problem. What's going on?

I know this isn't a big puffer but I'm not a member of any other forum. But we have two dwarf puffers in a 3 gallon tank. I feed them bloodworms two times a day. Just a couple worms, usually about four. We have one puffer who is skinnier and one who I will post a picture of. I'm really worried about it, it's stomach is bulging out the side and bottom, it literally looks like it's about to pop. Am I over feeding? Any help is appreciated, thanks.

Doesn't look just over fed I have kept these before but could never get them to eat. If I were you I would add some salt and up the temp possibly add some anti internal parasite med to.
