yes, puffers imo are not aggressive fish but do not tolerate bullies, they will stick up for themselves. i have found with triggers they like to intimadate fish with there scary looks and be the boss of the tank but i have allso noticed they can coexist with other triggers/puffers/cods without killing each other. there is alot of bluff in the triggers world, i currently have a dogface puffer and fuscus trigger in the same tank
Ive seen many tanks with puffers and triggs in them. Id add the trigg after the puffer though. If the triggs already in rearrange the rocks a little so there wont be as much of a territory issue
How3 big is the tank? IMO, a there are better trigger species for a puffer. clowns are pretty aggressive. Also, puffers are shy, don't swim as well & would probably get out-competed for food by the more aggressive, faster-moving trigger.
+1 to everything the puffer master has said...anything with a smaller mouth...niger...blue throat etc...triggers are broken into two very distinct mouth groups, you should be able to easily see the difference.
