Puffers for a 6g??

I may buy a Fluval Edge 23, can I keep say dwarf puffers in there?

Any other suggestions?

You could keep one or two dwarf puffers in a 6g, just be careful about water quality and if more than one you may need to aquascape the tank in such a way as to reduce aggression. Other fish could be scarlet badis (or other small badis) or peacock gudgeons, or small shoal of Lampeye killifish or pencil fish perhaps.

Asuming you're planning to keep the pea dwarf puffer (Carinotetraodon travancoricus) you can keep a male with one or two females in a 6g. 2 males will surely fight at some point.
