Pulsar Pump?

I am working on fixing this to run without requiring a working creek.
Do you guys think it is possible to prime it with a hose until it is pumping water from your own man made "stream"?
I'm not good at this sort of thing. If I get the stream going with a water hose or an electric pump, will the pulser pump still pump water when the electric one is off?
