I'd say mimic the conditions of the pond such as temperature to get them to hatch.
Once the fry hatch, they will not be hungry for a few days until they lose their yolk sac, but after that try tiny food items such as blood worms or mosquito larvae; be sure to feed them at least twice a day, more feedings are even better. You could setup the fry in an appropriate sized aquarium (10 gallon should be fine) with a sponge filter, lights, bare bottom, and some plants; a regular filter will most likely result in major losses due to fry getting sucked into the filter. Stick with a bare bottom for easier cleaning and monitoring of casualties, as there most likely will be losses. The fry will grow quickly if fed properly and will require a larger tank as they grow; watch for aggression between them as the largest dominant fish may decide to bully it's tankmates to pieces... literally.
By the way, what makes you sure that these are pumpkinseed eggs and not some other kind of fish eggs?
