I have a 1.5" plumbing overflow system. I'm wondering what pump gph should I be using. My 1320 pump is not good enough to pump the water back. I was debuting one around 2000 or 3000 gph.

A 1.5" overflow should flow somewhere around 2000 gph. So you'd want a pump rated at your head height less than that. You could go over, but you'll want to be able to either bypass some of the water or restrict the flow. 1320 should be working just fine.

It was too strong my sump was being overfill with water with my 1320 gph. So a 2000gph pump would be good

That's not due to your return pump being underpowered, that's the whole point of an overflow, only as much water as you pump up into the tank overflows into the sump. You shouldn't have so much water in the system that it can overfill your sump in case you have a power outage or the pump fails etc, you'll have a flood.

You've either put too much water in, or you have something like a full siphon setup.

Yes, pictures would help.

You sump should not be overflowing even if your pump is shut off. When your pump is shut off your sump should fill but not overflow. You eithr are keeping too much water in the sump or the sump is too small for your tank.
