Pump size for 350 Gal. Tank

I have been looking at building a large plywood and glass tank (probably 96x36x24 or about 350 gallons). I was originally planning on a smaller setup and was going to use a mag drive 18 but since adding 100 gallons to my tank size, that pump would function as little more that a powerhead. I am aiming for 6-8 turnovers per hour and I am not partial to submersible or inline.

I have been looking at the Quiet One 9000 and 14000 but after looking at their website, it says the 14000 is 3.2 amps yet only uses 270 watts. Could someone please explain this? And I am a bit scared running one of these inline (I doubt I will though) due to heat problems. All the external pumps I can find are much more expensive and almost all have a built in fan. Is there a reason to go external? I doubt 300 watts can do much to heat a 350 gallon tank. And why is it that external pumps cost so much? Just the fact they have fans and may be a bit more powerful?

This 1/6 HP pump here is perfect in terms of flowrate but the power consumption is a big problem. What would be a good pump for under $300? I would not mind buying a used pump if it saved money.
