Seachem answered my question by email in less than 24 hours so here it is in case someone else runs in to this.

Hello Taylor,
Thank you for your questions. It is just fine to use Liquid Neutral Regulator with your regenerated Purigen, even though your tap water sits around 8.3. As far as regenerating the Purigen for freshwater use, we recommend all three steps for this reason: bleach oxidizes the organics on the media itself, thus making it able to be used again. Because bleach (hyperchlorite) is involved in this process, it is a good idea to use a dechlorinator before placing the resin back into your tank. Furthermore, bleach itself has a very high pH(one at which most freshwater aquariums are not kept), so that is why we then recommend soaking Purigen in a buffer to lower the pH to something closer to that of your tank water. No matter the water source, this is a good idea and will help to keep your tank a more stable environment for its inhabitants. With the Liquid Neutral Regulator, I would use two capfuls (as opposed to 1 tablespoon of the powdered buffer), as liquids are not quite as concentrated as powders. Please let us know if you need further assistance.
