My new home construction begins in April, and i want to get the fish portion sorted out to avoid later costs.

I'd love to have a pond in my new home. (a large pond). The local landscaping store sells a 20000 gallon concrete pool/pond "kit" which supplies the concrete, bracing, digging, etc, but you have to set it all up. They also sell a 30000 gallon above ground pool kit for about 1/5th the cost of the inground.

would it be possible to dig a hole, coat the bottom with cement, and place the pool in the hole?

theoretically, it seems like it would work, if anything, i could add extra supports from the outside and such.

my above ground pool (the same type you see everywhere with the steal walls and you just put in the liner and fill)
is buried in the ground halfway.
the one thing i did before back filling around it was to fill it up past ground level.
it has been like this for 2 years without a problem

yes, you are. That would require me to also coat the sides with concrete, which is very time consuming, AND, seal the concrete with a concrete pond sealant.

QUESTION: Would i need to coat the bottom with concrete AT ALL? or can just place it on level dirt?

You may not want to do the concrete under it, if the concrete cracks it may cause some problems. and chances are the concrete will crack. especially with climate changes. I would just do the dirt under it, make sure its level and very well packed.
