Pvc sheet needs to be heat welded at the seams to create a water tite bond, solvents or fiberglass will not seal the pvc sheet. JohnPTC built a polypropylene tank with metal frame heat welded at the seams. I also lined my 650gal with polypropylene, heat welded it at the seams and put a liner on top. Pvc, Polypropylene, Polystyrene,ABS... all need to be heat welded inside and out to create a bond, solvents/fiberglass just don't stick to the oily nature of the products. Heat/plastic welders strong enough to do the job are $250-300 and up for starters, good ones closer to $800-1000. These materials are also a lot more flexible than acrylic and need to be supported differently.
