pvc overflow

i got it from a thread on the singapore reef club and its supposed to be an overflow. the idea is that water flows into the big pipe and up the small pipe kind of like a hob overflow but i cant get it to maintain a siphon
 
The link that air forc3 wunz is to the stickied diy pvc overflow which is almost identical to the one you linked. It works very simply in that the space below the "T" holds water and keeps the siphon during power outages. The stickied thread has all the information you could ever want to know on the subject.

Often, when there are problems with them, it is because there was a design change. It is important to keep all of the fittings in the same locations in the drawing. When you move one or omit one, it changes how the overflow will operate.

Even though the in-tank portion looks different, the operation is exactly the same. All of the troubleshooting info applies to this design also.
