pvc primer and cement

Is the use of primer necessary when gluing pvc together? I want to finish off the plumbing but im not sure if it is safe to use primer and if i even need it.

Joints will not adhere correctly. I heard that you can use rubbing alcohol but I'm not 100% sure

yes it is
you have to use it and it is perfectly safe once cured

I have tried both ways, with or without primer. Either way works. I have had no leaks when I didn't use it and no dead fish from the plumbing when I did.
