whats it for?? better yet what is it been reading about it and ive read its just basicly a high powerd sponge filter useing a power head or canister filter. if it is just a filter how can i build one for my 29 gal con breeding tank???

A spray bar and a sponge filter are two totally differant things. The spray bar itself is NOT a filter.
A spray bar is a type of return outlet from a canister or a sump. It disperses water over a wider area for a softer flow compared with a standard nozzle. In my own personal opinion they are over used and reduce the over-all flow rate of the filter.
A sponge filter can be either air driven...with an air stone and lift tube or power head driven for increased flow. Very good bio-filtration with moderate mechanical filtration capacities.

ok so there would be no point on puting on on my 29 for my cons exept to slow the return rate of a canister or sump
