question about fish for a 55 gal

First of all, here's my set up: I have a 55 gal tank with two whisper filters running 60 gal each.
I have a sponge filter running off of an air pump, led lights, heater, crushed coral for substrait, and plenty of river rock's for hiding spots.
I do not use carbon in my filters. I have fluval bio rocks (not sure if that's the exact name) and filter floss.
I use seachem prime for chlorination removal during water changes, and do weekly to bi-weekly changes.
It was the home of five peacock cichlids and a lace cat for the past several years, but the last of my aquatic friends passed away yesterday, and I'm wanting to get more fish before I have to cycle the tank again.
I am very interested in getting a pair of blue acara. From what I've read, the tank size is suitable, but I will have to replace the crushed coral to maintain a different ph. Does this information sound correct?
I also would like to get another lace catfish.
Would these be suitable as tank mate's?
I Would like to maintain a tank that doesn't need water changes more than once a week (although I plan on doing water changes twice weekly) would this number of fish require more than that based on educated guess?
If these fish are suitable for the tank, are there any nessesary changes I need to make to filtration or lighting to help maintain health or is what I have suitable?
I have had great success with java fern and anubias and java moss (although the moss took over quite rapidly) is there any other plants that are recommended? Would water lettuce or duck weed be good?
And finally, our city has recently started flouridating the water, is this something I should be concerned about?

As for your filtration concerns, you don't need to change any of that.

Sounds like a good plan. I would definitely get sand for the substrate. I have no idea about lace cats but unless they need a ph higher than your tap water I'd imagine they'd do just fine if they worked with your peacocks.
