The other day my wife asked me what the purpose of the license was and why fishermen have to pay for them.I am not an avid fisherman but I go out with a few co workers from time to time and the best answer I could come up with was that the license helps fund the breeding and stocking process for the various waterways...Was I about right?

you were about half right, another major use for licenses is to map the overall population trends of the fish, though this is likely more common with hunting licenses. By having records of the number of legal fisherman they can demographically map their likely fishing locations and target fish. Then assuming a set number of catches per licence holder this helps FWA or MNR calculate the overall fish population impact from sportfishing and allows for better preperation of conservation measures on potentially at risk species

Well put. As you said, a lot of it goes towards stocking programs which is what most fisherman talk about. It also goes towards park maintenance, regulation enforcement and land protection.

it's so they can get your money.

all they stock in CA is Trout&Channel Cats
Not always but they also stocked other species for same reason and few rare California natives for conservation purposes too.

they stock mosquito fish too ;)

Truly hope this is sarcasm..

Many things that have already been said, stocking, fishery research, surveys, cleaning up and creating public fishing areas and parks just to name a few things

well pardon my funny bone.
