Question about lighting

OK i guess this is the best place to ask about this, since lighting is important for planted tanks. There are these lights at my LFS and this is the only info written about them in the box:
220V - 50/60 Hz freq - 15W the lenght is 600 mm which is 24"

In my tank I only have anacharis and hornwort. I guess this light probably isn't what would be strong lighting, but would it be sufficient for my plants? Also my tank is 40g and has about 16" depth.
Is there a way to figure out how many lumens is this light based on the info?
 
that looks like plain accent lighting, gimmicky lighting IMO.

There are some really nice T5HO fixtures on ebay that would grow just about anything, if you are budgeted and looking for cheap lighting I would just get a T5 fixture from HomeDepot.
 
15W is not enough to grow anything unless it's focused in a "spotlight style" beam. ^^^This is a much better idea as far as lighting options go, but even a cheap T8 bulb fixture with some 6500K bulbs should grow Ceratophyllum sp. and Elodea sp. fairly well, as they are both undemanding plants.
 
Maybe if that 15 watts are leds. If you want cheap lighting for growing, put the lite on the back side of ur tank so its at the bottom closet to the plant, that way the lite is 6 or so inches from the plant

Thanks for the replies guys. At the moment I have a T8 fixture, but I wanted to ask about this one cuz it's small and can be attached with succion cups under the lid. Huge space saver. I checked the box and this is the only info provided. It also said that the light acts as a disinfectant. It's the same as the one in the picture on ebay (only this one is 24"), the bulb is encased in glass and fully submersible.
It's only 3$ here in my country, I could try it, but I really don't want my plants to die.

What if I get 2 of them? Would that b sufficient? Even with 2 bulbs under the lid it's much less space then the t8 fixture above the lid I have now.
