Question about Oddballs PVC overflow design

Regarding this design:

First.. how do you start the flow of water?
Second... what is the purpose of the siphon break?

I start the flow by closing a ball valve I added to the line to the sump. Then, I slip in a piece of pvc, into the siphon break 'T' fitting, with a piece of tubing attached to a bullet fitting. Draw on the tube to start the siphon as if you were starting a gravel washer. Once the siphon has started, open the ball valve to the sump and remove the fitting from the siphon break. The prefilter is now started.

The reason for the siphon break is to allow for gravity draining to the wet/dry. Without the break, the prefilter will drain the tank past overflowing the sump until the tank's water level reaches the the strainer's level.
