Is it possible to make up some of this as a solution to store and use with smaller tanks? I'm about to order 1kg and the instructions say I measure is for 35g. What about with my smaller fry tanks etc that are 15g total volume? I want a cheaper dechlor for my large tanks but I wonder if I still need to use the more expensive options on my smaller tanks?

Thanks in advance.

We use Seachem Safe all the time it can not be mixed and stored. However here is what I have found out. Half a teaspoon treats 600 gallons of water so what I do is just add a small small pinch to 15 gallons of water. The instructions I believe say treat as though treating the whole tank.
I don't think it is as harmfull as what they say as we have had fish eat it with no ill effects. Hope this will help.

I use a pinch in a ten gallon and never had a problem. Also like above my fish have ate it multiple times in my larger tanks and nothing ever happens.

Yes, one can do this but the solution will only be effective for approx 30 days as unlike Seachem Prime Safe does not contain any stabilizing agents. That info came directly from the head chemist & CEO of Seachem, Dr. Greg Morin.

As far as how much treats what, you might want to read the following sticky on this subject.

When using water conditioners such as Seachem Safe on smaller tanks one needs to know how much product they require to treat their local water, then calculate how much is needer for their various sizes of tanks. As an example, for myself at 2ppm chloramine (local water treatment value) 1 teaspoon of Safe treats 658 gallons of tap water. 1/2 tsp treats 329 gallons, 1/4 tsp treats 164.5 gallons, etc. So for smaller tanks you pretty much require a digital scale to keep things accurate.

As rd stated I dont think its worth it to make a solution. They have a measuring spoon that they will send you for free that treats 35 gallons of water. It looks like this,

After tons of digging I found that its 100mg if im not mistaken? Well I'm not too sure about the actual mg it holds as I researched it years ago but from my memory of research it treats 35 gallons of water and 5+ years it seems to be working just fine.

It is impossible to know how much tap water ANY measure of water conditioner such as Safe will treat, unless you also know what the level, and type, of disinfectant is in ones local water supply.
