i wouldent think anything but the smallest fish would do good in a 13" high tank. that would be the ideal tank for many bottom feaders like loaches, stingrays or bichirs, and even top topwater fish like butterflies or needlefish or smaller gars IMHO
I have several 50 gal breeder tanks which are the same as a 75 gal but only 13 inches tall they work great for breeding pairs of Cichlids such as Jack Dempseys

A 10 fish could eat off of the surface completely vertical and my fish do fine eating off the surface at an angle this doesnt make sense and isnt true
they could at an angle but substrate would take away from the hight of the tank if you had an under gravel filter and gravel that would take alot away from it so unless it was a sand bottom or bare bottom i wouldn't recomend large cichlids they could eat of the surface but it may not be confertible is what i was trying to say plus my cichlids love swimming up and down the walls of my tank
If the fish is eating off the surface with it’s body at a 45* angle below the surface… and there is 1.5” of sand/gravel in the bottom of a 13” tank…
Then the fish would have to be over 16” before it’s tail would drag the substrate…
Ya gotta do the math before you make such statements…
Also a 10" fish could eat off the surface completely vertical and still have 1.5" to move up and down... although my fish eat off the surface at an angle even in 2' deep tanks...
I can appreciate the your concern for the fish's well being... but I can't agree with your logic on this one...
