Question regarding flared gills in baby black calvus

I've been in the market for black calvus, and cAme across a local breeder. Half of the calvus have flared gills and mouths slightly agape. These are 1-2 inch fish. Is this a birth defect or a condition caused by his environment/sickness. Is this fixable/cure able? He's willing to trade, so I thought I'd just inquire here before I decide.

Doesn't sound normal. Try Jims Exotic Fish by LAX. They always seem to have different types of Altolamprologus calvus...black, gold, wild caught, etc.
Although, they are pretty small, maybe 1-2 inches.
